Citizens can give 3-5 minutes of testimony and although that is not a lot of time, much can be said and an impact made if we all stand up and speak up. The government agencies and the court come before the Joint Finance Committee and ask for money for the next fiscal year. It is during this time that the heads of the departments are in attendance before legislators.

The BILL TRACKING and general Legislative information can be found at the site http://legis.delaware.gov. At this website, you can find your legislator and get their email address, note what bills are being discussed in committee, and see when the bills come up for a vote. By tracking bills and the legislative calendar, citizens are able to attend committee hearings and testify for or against upcoming legislation.

Protective Parent Reform Act

Many parents have gone to court in an attempt to protect their children from sexual and physical abuse. However, many times the court removes the children from the parent who discloses the abuse. Often the "protective" parent is not allowed even visitation, or they are only allowed supervised visitation. Because of this trend across the country, the Protective Parent Reform Act was drafted.

Talia Carner, author of "PUPPET CHILD", asked Richard Ducote, a New Orleans-based attorney who has tried custody cases in over 40 states, to draft the proposed legislation to help parents who try to protect their children from being sexually abused by the other parent. I have been to this meeting and it has been shown that there is no set guideline for OPEN COURT, and there should be. It should not be up to whom is on the bench, it should be allowed by all. There i

It is very important that you attend the FLC meeting if you want to see change in Family Court. FLC is another means to have your voice heard in addition to contacting your representative in Dover.
